Liz Rutherfoord, CEO
Management team
Liz Rutherfoord is the Chief Executive of Single Homeless Project and has led the charity since 1998. Liz has worked alongside colleagues to oversee the organisation’s significant growth, reach, and diversification of services to better meet the needs of single homeless people or those at risk of homelessness in London.
Liz... has played a national role in developing policy and funding models for supported housing. She has also taken a close interest in the contractual relationships between Registered Providers and managing agents and has been a vocal advocate for other managing agents.
Previously, Liz worked for East Thames Housing Group, managing support services and care homes for the Campaign for the Homeless and Rootless (CHAR) as the Social Security Benefits Campaigner and as a trainer at the Social Security Training Project. She began her career at Single Homeless Project, working as a trainee and then as a hostel worker.
Liz has significant governance experience as a trustee for several local, London-wide, and national charities. She has also been a member of various provider forums and a Safeguarding Adults Board. Until recently, she served as Chair of the Governors for a maintained secondary school.
Emilie McCarthy
Trustee
Emilie is a Chief Financial Officer with over 20 years of experience in finance, risk, and complex operations. She has a proven track record in revenue diversification, crisis management, and business transformation. Her experience with community support inspires her commitment to Single Homeless Project’s mission and dedication to helping shape... its strategic direction to create positive and lasting change.
Toni Warner, Deputy CEO
Management team
Toni is the Deputy Chief Executive and Director of Services at Single Homeless Project, where she has dedicated over 30 years to the organisation. She plays a crucial role in shaping and expanding the charity’s services, which support a range of people. Toni is also responsible for developing specialist programmes,... such as women’s services and health and therapeutic initiatives. Her leadership is focused on innovation and transformation across all support areas.
Before joining Single Homeless Project, she worked as an Area Housing Manager for Threshold Housing Association and held various housing management roles at Westminster City Council.
Rupa Bhola
Management team
Rupa joined Single Homeless Project as the Director of Finance, IT, and Facilities in 2019. She has over 20 years of experience working in housing and care within both the private and public sectors. Rupa has a proven track record of implementing changes to improve services, resulting in increased efficiencies... and value for money. She is proficient in system implementations, strategic planning, financial management, and establishing internal controls, policies, and procedures to ensure efficiency, integrity, and compliance. Rupa prefers to work behind the scenes to support and enable front-line services to deliver our clients’ best outcomes.
Howard Rosenthal
Management team
Howard is the Director of HR and joined Single Homeless Project in 2011. He is responsible for recruiting, retaining, supporting, managing, and developing the best staff to work with our clients while maintaining an inclusive and learning culture. Howard leads our People Strategy, encompassing diverse areas such as training plans,... recruitment processes, payroll systems, people management policies, employment law compliance, wellbeing practices, and staff recognition and benefits.
Before joining Single Homeless Project, Howard worked in other national and London-based charities dedicated to social inclusion and justice, including Turning Point, Thames Reach, and the Terrence Higgins Trust.
Jamie Mills
Management team
Jamie is the Director of Business Development and Fundraising and joined Single Homeless Project in 2007. He leads the securing of new business and retaining existing contracts, and he is responsible for our fundraising activities, achieving significant growth in both areas. He also oversees the delivery of our Pan London... Offender Service, Single Homeless Prevention Services, and Camden Recovery Service. Jamie joined Single Homeless Project as the Deputy Manager of our East London Offender Services.
Before joining Single Homeless Project, Jamie was a Probation Officer.
Jon Rosser, Chair
Trustee
Jon has been the Chair of the Board at Single Homeless Project since 2019. He has worked for many years in social housing, previously serving as Chief Executive of Town and Country Housing Association. He later transitioned to international roles with VSO and Save the Children before becoming Chief Executive... of World Child Cancer until his retirement. Jon has extensive board experience and was Chair of Gateway Housing. He passionately believes that everyone deserves a secure place to call home.
Peter Brogden
Trustee
Peter is a qualified accountant with a degree in Management Sciences. He retired from full-time work in February 2020 after a career in financial management across multi-national groups in various industrial and commercial sectors. Alongside his role at Single Homeless Project, Peter volunteers as an adviser for Citizens Advice.
Nicky Boland
Trustee
Nicky has worked in adult social care for over 25 years and joined Single Homeless Project’s board following the merging of ELMS mental health charity into the organisation in 2020. She works for a London-based housing association, serving as both Director of Supported Housing and CEO of the group’s care... and support charity. Nicky has held senior management roles overseeing supported housing services, registered care, quality assurance, business development, and volunteering services.
Meeta Luthra
Trustee
Meeta is a seasoned Change Leader with expertise in driving organisational improvements, business transformation, and change management. She holds a Master’s in Chemical Engineering and uses her analytical and communication skills to deliver successful programs across various sectors, including the third sector. Passionate about diversity and inclusion, Meeta supports charities... through board memberships to drive sustainable change at local and national levels.
Ian Adam MBE
Trustee
Ian is an experienced Executive Director, NED, and Chair, awarded an MBE for his work as an LGBTQ+ Leader and Social Inclusion Advocate. He champions social justice as a Trustee for national charities, including Amnesty International UK and Unite Foundation. Currently Director of Policy, Strategy, and Communications at NHS Resolution,... Ian’s career spans senior roles in the NHS, government bodies, and the BBC. He served as Lord Mayor of Westminster in 2017/18 and is a Fellow of the Chartered Institute of Marketing, the Royal Society of Arts, and St George’s House.
Chinyere Ugwu
Trustee
Chinyere has extensive experience in executive and board roles in Housing Regeneration, Community Development, and Customer Services. She served as CEO of Hillside Housing Trust and Chair of Catalyst Housing Group Charitable Trust. More recently, she was Vice Chair of Westway Housing Association and Director of Community and Customer Relations... for Homes for Haringey. Chinyere is passionate about collaborating with organisations and communities to help people realise their full potential.
Samantha Storey
Trustee
Samantha is an accomplished Fundraising Manager for St Giles Hospice. She focuses on implementing community and legacy strategies to increase donor engagement and income. With expertise in fundraising strategy, she has worked across community, legacy, corporate, and major donor sectors. Previously, Samantha held management roles in global commercial events and... was a trustee for a student union and its partnering university. Joining the board in 2024, she concentrates on fundraising strategy, unrestricted income, and diversifying revenue sources.
Jasmine Basran
Trustee
Jasmine has worked at Crisis for over six years and is their Head of Policy and Campaigns. She has led significant policy, public affairs, and campaigning initiatives, including the Supported Housing (Regulatory Oversight) Act. This secured investment in housing benefit and drove national changes in pensions, social security, and healthcare.... Before joining Crisis, Jasmine worked in policy teams at the disability charity Sense and at Which?, the Consumer Association. She holds a double MSc from the United Nations University, specialising in Social Protection Policy Design and Financing.
Sadie Daryan
Trustee
Sadie is an accomplished global leader with extensive experience in marketing, strategy, and market commercialisation, having served Fortune 100 technology and e-commerce companies. Her results-driven approach and critical thinking skills have consistently delivered impactful brand and performance marketing plans. Recognised for her ability to assimilate data and build strong alliances... quickly, Sadie effectively communicates new business opportunities to senior stakeholders. She is passionate about building diverse, high-performing teams and champions Diversity, Equity, and Inclusion. Her commitment to serving underprivileged communities drove her to join our Board.
